It is likely that William has a brother Ralph who signs as witness to his marriage.  The signatures of this Ralph to the Ralph Milner who marries Margaret Catteral in 1816 are very similar especially the R and the spelling of Millner.  Both Ralph and William are thus likely to be sons of Thomas Millner.

William Millner from Cadely School was appointed master of Newton School in 1800.

Mentioned in father Thomas' will dated 1 Oct 1808 along with brothers John and Ralph.

William was of Newton Grammar School.

REF: Report of the Commissioners Appointed to Inquire Concerning Charities
Thomas Knowles Charity
In Feb 1686/7 a benefit was established by Thomas Knowles for the poor of Inskip, Sowerby, Tarnacre and Goosnargh.  One of the trustees was a Thomas Miler.  In about 1782 there was concern that the arrangements by the then trustees was less than optimal for the poor.  The then trustees included John, Richard and William Miller, all three of Inskip with Sowerby, yeomen.  In July 1820 it was proposed to have 15 trustees and these were proposed to be: William Birley, Hugh Hornby, Thomas Langton, William Blackburn, William Porter, John Porter, John Thornton, Ralph Millner, William Millner, Ralph Knowles, Robert Fairclough, Miles Shaw, William Shaw, Thomas Hornby, and John Fisher, but by October 1823 William Shaw, Thomas Hornby, John Fisher, William Birley, Hugh Hornby, Thomas Langton, and William Porter, had not executed the trust deed and John Porter and William Millner were dead.
It is likely that all the above Miller (Milner) are related.
Thomas Milner, probably born early to mid 1600s.
John, Richard and William - all brothers and sons of John Milner of Inskip 1710-1785: sons Richard 1732-1820, William 1735-1817, and John 1741-1787.  The John in this list could be the father b1705 or the son b1741.
Ralph and William Milner - the nephews of the above.  William born 1768 who died 1821 - the School master of Newton, and Ralph 1763-1833 both the sons of Thomas, the Younger 1738-1814.
